You can control when players are allowed to turn in cards.

If you select "After eliminating other players," players must turn in cards whenever they have five or more cards, including in the middle of a turn if they capture cards from another player by eliminating them.

If you select "Only at beginning of next turn," players must always wait until the beginning of their next turn to turn in cards.
